valet mode requires 3 things, power ground and a switched ignition. If you have verified these three things I would meter the valet button to make sure it is not open all the time.
valet button tested with ohm meter works fine.
Then looking at your vehicle (06 corolla), I would suggest verifying either you foot brake wire or parking light wire. There is an issue with one of these 2.
They're both working, I do have continuity and voltage reading.
I suggest calling us at your earliest convenience  so we can verify the installation with you.

Is there any way to test evo one module out of car. I think it's malfunctioning.
All the module needs for valet mode is power - ground - ignition. It does not even need to be installed a car.

Ignition On, press 3x times on valet button, ignition off.
I bought another one, it worked for two days and then blew up. I don't know why?
Module blowing up = installation problem.
