2011 ford escape evo-all lights not coming on

Question

I have a 2011 ford escape. I wired everthing just as the directions say. I wired the lights with the 5 pin relay as the directions indicate. When checking for the violet/white wire in the kick panel my test light isnt coming on When i turned my parking lights on. Should this test out with power when i turn my lights on??

The parking light wire should show 12 volts when the parking lights are on and 0V when parking lights are off.
