2012 Pilot - Evo One - No solid red light

2012 Honda Pilot

Following guide #59551

SN 002B04 273085

I press and hold the programming button, plug in the main connector and the lights rapidly flash from blue to yellow to red and repeat.  Never gets to a solid red as noted in step #2.  Tried multiple times.

Manual doesn't say it needs flashing so not sure what's wrong.
