Rm411 stays solid blue wont blink during programming

Question

When I turned the key on off and on again the blue light comes on but just stays solid blue and it won't program to the module

You need to press the brake pedal 4x times after ignition on-off-on. The antenna/module should blink with each brake press, once it enters pairing the antenna will begin to flash rapidly.

I do press the brake 4 times but nothing happens. Also it doesn't blink on every brake press just stays solid blue
